Why Do You Get Fee Waivers

I am re taking in December, saw a 9 point drop from my PTs to actual, and like most of you have been getting fee waivers and invites to apply. Are they trying to just get their application numbers up, or are they actually recruiting you? As in, should I apply to the fee waiver schools now, before I retake the test, or wait for until December? Does getting a waiver mean you have a good chance at getting accepted, or do these schools send them out to everyone?

Schools know how expensive applying is and want to make sure they have enough applications to protect yields. Waivers rarely indicate any kind of increased or decreased chance of acceptance beyond what their medians would otherwise indicate.
