Question about Financial Aid section (Rutgers-N App)

The directions for the application explain for merit based scholarships, no additional paperwork is required. Under the "Financial Aid" section of the application, there is a yes/no choice for "Are you applying for an academic scholarship?". This is probably a dumb question, but I assume that does NOT include merit-based scholarships, and I should select "No", assuming I'm not applying for any scholarships, and this will not discount me from merit-based scholarships.
