recommenders or evaluators?

I am confused by these two options. Could anyone give me an idea how they differ?

Generally speaking:

Recommendations - Required
Evaluations - Not required

but would it be too much to ask for my recommenders to do evaluation as well? I am worried cuz i did not bring this up at all when i asked them.
Or would law schools prefer to hv both?
