When will merit-based fee waivers start coming?

Just got my Oct score back, my apps are all ready to go, but I don't want to start sending until I get some fee waivers. Could somebody tell me when I should start expecting to get e-mails? Also, when is it appropriate to start asking for fee waivers?

I saw in another thread that you can ask for one now. I emailed about 10 schools tonight asking for waivers, FWIW.
