Does LSAC allow one law school see what other law schools you applied to via LSAC?

I imagine the answer should be YES. That is just my guess from being in a profession that is tightly knit and knowing that it should be relatively easy to manipulate that sort of information to see exactly who is "apping" where.

I doubt it. If they knew, why would they ask on some applications?

I believe they only get to see what other places you've deposited at.
