How do you solicit waivers?

I hear people mentioned that they've solicited fee waivers. I know that you can email to get a need-based waiver, but do you do the same thing even if you're not trying for a need based waiver?

You search the fee waiver thread and look at the Applicant FAQ (http://www.top-law-schools.com/forums/v ... 2&t=131727)
Q: How do you get them?
CRS on LSAC. Look around. You can also e-mail and ask for them. If you do, basic form:

Hello,

I am really interested in applying to XXX Law School and am writing to ask if could be considered for a merit-based fee waiver. My LSAT is 1XX, GPA is X.XX, and my LSAC # is #######.
