are why x statements addressed to the admissions committee at XXX law school? are they addressed at all?

Sounds like you're confusing a Why X and a Letter of Continuing Interest (LOCI).

A Why X is not a letter, so it's not addressed to anyone. It's an essay on the topic of 'Why I want to go to school X.'

A LOCI is a letter you write to the admissions committee (or dean of admissions) expressing your continuing interest in the school. It's frequently used as a tool to try to get off a waitlist, especially by people who think they might have been yield-protected.
