question about in-state educational privileges?

hey guys

if i am a US citizen, and both my parents are - do we need to abide by the forms saying that
"if applicant's parents signed sections B and C, he/she must submit Visa or permenant resident card"

the thing is the clarity is muddled because right before it talks about if applicant isnt a citizen, and also if applicant
does not have his/her forms.

so if the whole family is US citizen? what happens?

You obviously don't have to do anything. As a citizen, you will have neither a visa nor a permanent resident card.

true. but the order in which they stated the words made it a little unclear.
