ASAP for some schools
I know UVa and W&M give you the forms to fill out as a supplemental form of their applications on LSAC. If you turn it in later you may still get the privileges, but the benefit of being a VA resident and applying to VA schools is very significant.
My recommendation is to call them, let them know you are sending it... usually schools just create a file for you whenever they get paper work from you, so the order you send stuff in may not matter.

I wasn't aware this even existed. Do you mean privileges for admission, or just in-state tuition?
What exactly do you have to do?
