So here is the deal I need some advice. My first LSAT was 159->Second 167. GPA 3.65. I am studying like crazy for this upcoming October so I can get my score and turn in apps as early as possible. However, what if my score goes down. Is it possible to apply to like my safety schools before the Oct LSAT scores come out with my current stats. And then wait for my last LSAT score to come out to apply for my reaches? I figure if my score goes down then at least I will have sent in my apps to my safety schools with my old scores. Or will they update my LSAT score regardless?

0L warning.
You need to submit your new score to all schools regardless but I seriously doubt schools which you have already been accepted to will remit your acceptance because of a new lower score. That being said, make sure you do cancel if you don't feel good about it at the end of the test.
I think it's a good plan.

They will update with new score, but if you tell them to process your app as it stands, you may get a response before your score comes back. Either way, most schools don't really care about a lower score - though if it's a lot lower, they may have some questions. Besides, if you're studying as hard as you say you are, you will probably stay the same or go up, not down.

you don't submit the score; LSAC gives it to them

You don't have to wait to have your scores to apply to your reaches. You can inform them to hold off on making a decision until they receive your October score.
...or you can wait to apply.
