Asking for a fee waiver?

So a lot of these posts recently have mentioned people asking for fee waivers.

How does that work? Do you just email the dean of a school and straight up ask for a fee waiver?

How high do your stats need to be before you can credibly ask for one?

On many law school websites, there's an email address listed as a contact for admissions questions. It's usually something like admissions@lawschool.edu. Anyway, I used this contact to ask for waivers, included my stats, and asked about fee waivers, including those financial need based waivers.
