Do schools consider your GPA to the hundredth decimal point?

If so, how significant of a difference is, for example a 3.93 between a 3.96?

Maybe in a tiebreaker situation or something. I feel like a 3.5 vs 3.59 would be seen as less of a big deal than a 3.61 vs. 3.7 even though the difference is the same. This. It's all about where you stand relative to a schools "GPA floor", 25th, median, and 75th.
