I don't think it helps significantly. It's not like UVa or UT where a certain proportion of the class is reserved for in-state students (I think).

If you look at the Berkeley 2011 waitlist thread, posters there suggest that CA residency matters in terms of getting in off of the waitlist. I don't know if it's true though.

Berkeley actively (and openly) maintains a resident and a non-resident waitlist. Thus far, only the resident waitlist has been used. It is the only structural (or at least publicized) advantage.

In CA? No. I don't think so. In fact, with the budget crisis some deans, SDSU's for example, are upping the amount of OOS students they enroll in order to make up for the budget gap (and keep their fat paychecks from being scrutinized.) Granted, this is from my knowledge of what has recently happened at the undergrad level, but I suspect that this probably applies to LS too.
