Are you referring to HYS? I think T3 typically refers to third tier.
But anyway, I'd shoot them an email, can't hurt to try since you've already been dinged, if they say no and you don't want to go to another school then you'll just have to wait a year and try again, maybe pick up some work experience.

Definitely ask for a reconsideration. Why? It doesnt hurt you. Even if they say no again, you wont have any regrets. I was originally dinged at one school I applied to but then asked for a reconsideration after I received my updated score and was accepted. IMO you should do all that is in your power to get into the school which is your first choice.

The sooner the better, I'd think the best time to ask would be before they completely fill their class.

Definitely can't hurt at all, and worst case scenario is they say, "No, sorry."
And the sooner, the better!

It never hurts to try. You might also ask if there is something you could do to increase your chances for next year. I wouldn't sit out a year if there is no way you would get a different outcome.
