Rec from Undergrad professor over Grad professor?

Anna Ivey states that it's preferable to have a rec from an undergrad professor over a grad professor. She doesn't go into detail as to why.
Does anyone know what the reasoning is behind this?

Considering that grad classes tend to be smaller and if you may be able to get to know them better, I don't understand why that would be the case. Also, grad professors can speak more honestly about your professional knowledge and maturity. The only reason why I think she would say that is because law schools only factor in UGPA in one's LSDAS GPA and therefore, may want some continuity in what they consider for admission. Stupid, yes. But the only logical thing that I can think of.
