Are there any strict guidelines for persons considering themselves a URM? For example, can someone simply claim to be a URM and get away with it? I'm just curious.

I'm at Columbia on scholly right now just because I sent them an email and told them I was URM, by the time they found out it was too late and they had already admitted me. 1/16th Cherokee - How did he even calculate that? Anyways, if he is a card carrying member, then he has absolutely nothing to worry about. As a matter of fact, he would probably still be fine anyways without a card or any other sort of tribal identification.
