LSAC estimates apps down by 13%

The Law School Admission Council, administrators of the Law School Admission Test (LSAT), has reported that only 27 of 198 U.S. law schools expect larger enrollment. The council said applications are down nationally by nearly 13 percent.

I don't understand why then one of my waitlist letters said they have received record breaking amt of apps this year and another school I applied to that I haven't heard back but someone who got denied said they said the same thing in the letter.
Is it because people are now applying to many more schools?

nope, they just copy and pasted the same waitlist letters they sent out last year.
