Has anyone been accepted part time and then asked/appealed for full time?

depends on the school, e-mail and ask. Be prepared with a good reason

I have an odd story. Maybe it's school-specific. I applied to the PT program at a school, but after being accepted, they asked me if I wanted to enroll in the PT or FT program.
