If you have been offered admission, you only option is to accept or reject that offer. You cannot withdraw your application once it has been decided on. WTF are you talking about?

IF you havent heard an official decision on your application- you are withdrawing it.
If you have been accepted- then you are declining the offer
If you are waitlisted- then you are withdrawing your name from the wait list, and therefore declining to have any chance at being accepted there.

The above poster is right. Tome is just in a bad mood.
No it doesn't matter, as far as percentages are concerned. The two things you (the OP) mention are the same thing. Most people call rejecting their admission "withdrawing from the admit pool" or "withdrawing their acceptance" or "declining their acceptance". It's all the same.
If you search this forum for either "Withdrawing acceptance" or "declining admission" you will find some helpful threads on how to do this.
