Does the whole "apply early" rule apply to URMs?

I have an LSAC fee waiver but I'm still reluctant to apply to a few schools because I think it's too late in the game for schools to be accepting students below their 25th/medians. Am I correct? Or is it believed to be different for URMs?

Conventional wisdom is that applying early is always better, regardless of URM status.

The idea is that you should apply early if you can, not necessarily that you shouldn't apply late if you didn't manage to apply early. With a fee waiver, why would you be reluctant to apply late?

I mean, if you have a fee waiver... and you want to apply to those schools... then apply! Yes, it is a *little* late. Yes, that still applies to URMs. But why not take a shot?
