Why am I getting fee waivers this late?

I was emailed by several schools today telling me that they would waive the app fee if I applied. I would have probably applied to these schools if they sent the waivers earlier. Why send them this late?

Are you a good candidate for these school? Last year I got fee waiter from either Stanford or Uchi very late in the cycle, but I can't remember which. Probably UChi if I had to guess. Anyway, it seemed that some school will send out late fee waivers for two reasons. 1) to help selectivity rating (looking for people to reject), or 2) because their class is short in whatever metric you fill. (I.e., raising GPA average, or LSAT.

maybe LSAC is giving them a cut of the 12 dollar processing fee. Hmmmm.

Do you think that one's documented URM status is used to generate these late fee waivers in addition to the December LSAT score?

Even though I'm AA I'm reluctant to apply this late since my numbers aren't great
