Very old crappy GPA - addendum or put in PS?

I'll be applying twenty years after getting my bachelor's. I think my LSAC-calculated UGPA will be around 2.62. It was a challenging engineering degree, but that's still no excuse. I carried a 3.85 in my Physics Master's (degree awarded in 2009), so fortunately there will be some evidence of more-recent high academic performance, but I don't know how to address my UPGA to the adcomms, if at all.
I don't have anything that would explain away my UGPA, so I don't know if it warrants an addendum. Also, I think I can adequately address it with a paragraph or two in my personal statement.
So which avenue would be appropriate in a case like this?
