What are the chances?

I'm currently in law school, but I have a friend who is applying and he has taken his LSAT 3 times and has a 154. He also has a 3.2 GPA and is a minority. What do you think the chances would be of him getting into a Tier 1 school in Texas--and if he gets into a lower tier school, what do you think the chances would be of him getting any scholarship money?

Use the LSAC personal assessment tool to answer that question. People here could give you their opinions, but they are just that...opinions. To me, using that instrument, among the few others, is the only way to get a quantifiable likelihood of acceptance, which is based upon prior data.

T1? Pretty much no chance.
T2? Maybe a shot at a lower ranked T2
Scholarships? I don't know, URM status will help, but I'm not really versed in a large number of school's scholarship tendencies. I'm gonna guess money from a TTT possibly?
