For almost all of my apps, I listed only "on-topic" jobs. There were a couple (Boston, I'm looking at you) that required ALL jobs, and then I listed all the jobs, even the sort of random seasonal ones. If I'm understanding you correctly, you should include these two jobs in the list, but not in your resume unless it specifically asks for a resume with ALL jobs.
Follow the instructions, and you'll be fine.
