Whichever is cheaper for you. The difference, if there is any, is too minuscule to matter. You're gonna need to do damn well at either school if you wanna work in a Chicago firm.

If you are really set on Chicago, neither is ideal.

for Chicago, the differences are negligible between the two. Being at the top of your class at either will maybe give you a decent shot. I would apply to Illinois too (if you haven't already) if you're dead set on Chicago.

I dont think either place that well in Chicago.

Notre Dame might be a better option.

Also, one of the lower ranked schools in Chicago might be an option for you. You will have to bust your ass for top 5% anywhere you go, so you might want to do that it in the city you want to practice in, as the connections you make will likely have better ties to Chicago firms. Also these places might give you more money than youd get elsewhere.

You're in a tough spot. Illinois, which places best in Chicago under T14 schools, is even a risky bet ITE.

Ken and Loyola etc... are Chicago or nothing. Wisconsin, Iowa, ND give you the ability to fall back on another market and hope you get killer grades and make it to Chicago. Like you said, either way you have to bust your ass.

Why risk it and go all or nothing at Kent or Loyola?

Good point, depends how much OP wants to practice in Chicago. I'd imagine Iowa/Wisconsin place predominantly in their respective states, but can't imagine much contact with Chicago from either.
