Changing Status Date

What does it generally mean when your status dates change but the status does not?
For example, in review 12/1 to in review 12/17.

usually means nothing, probably just that someone accessed your application/ file.

How about if it says "application complete" the same day you submit the application? Don't they have to get the LSDAS report before the app goes complete? There's one school for almost 2 weeks it says they're waiting for the LSDAS report and this one almost automatically went to app complete. I can't remember the others they're all in review or app pending or something else.
