LOR Delays and Strategy

Any advice you have for me on this issue would be greatly appreciated.

I had 3 people, two academics and one professional, write me a total of 6 LORs. Each wrote 1 that was targeted to my first-choice school, and 1 that I could use to apply to other schools.

All the targeted letters arrived to LSAC without a problem, and I applied to my first-choice earlier this month. However, one of the academics just sent the form without the letter for the other schools.

So now I am trying to decide between the following:
1) Apply to the other schools with the two LORs I already have on file
2) Wait for the last guy to send in his LOR before applying (assume sometime just before Christmas)

I am considering (2) because my pre-law advisor has told me repeatedly that academic LORs >>> professional LOR. Is the difference big enough to justify a significant delay in applying?

Apply without the letter.

So it's already written and I'm assuming saved somewhere? If so, have him/her fax it. Guilt trip him/her by saying that schools have rolling admissions and faxing would be much faster. I did just this and after he faxed it, it was processed within 24 hours. It's worth half a day/a day for another letter IMO.
