You use scholarship $ to leverage $ from other schools? How?

I've been reading in many threads that scholarship $ offered by one school, can then be used as leverage to get $ from another school. And then to get more $ from the original schools, visa versa...
Exactly how does this work? How can you use something like this to your advantage, seeing as though we're all trying to get as much $ as possible from these schools?
Would really be nice to have comments from people that have successfully raised their scholarship $ amounts with this in the past.
