I have already completed all of my applications for the current admissions cycle. Recently (and after the completion of my apps), I was cited for a minor violation of a municipal ordinance dealing with operating an unsafe vehicle. Does this incident merit a follow up addendum?

I would write one. Why risk being dinged on the C & F after taking out massive loans? It won't hurt your chances for admission anyway.
