Most schools won't consider your application complete (I.E. Start reviewing it) until you have everything in, so either way you wont be 'in' if you submit now. If Cornell will accept the letter directly and that's the faster method, submit now with a note explaining that the second letter will be arriving by mail, and have your prof mail it. Also, and this goes for every admissions question, call the admissions office and double check with the school. At he very least you'll get the right answer, and at the very most you'll get brownie points for contacting the school and showing sincere interest.

Tell your Prof. to fax in the letter; it should get processed in a few days vs.a few weeks via snail mail. If you Google "lsac fax number" you should be able to find it after a little trolling.
