Certification Letters?

Can anyone explain to me what they really are/ do I have to send them out after I submit my app online?

anyone? I know, for example, the Chicago app had one- are they necessary to send if you're already submitting online?

Easiest way to check if you need one is to look at the pdf sent to your school. On the cover page it says something about Certification. If there is a yes next to it then you're in the clear.
