Do I have to include a resume?

My first choice's application never actually asks for one and most of my work history is listed within the application itself. Should I still include it in my application, even if my resume is one of the weaker parts of my application? I don't want to draw attention to the fact that most of my work experience is as a bartender, but every other application has specifically asked for it.

Personally, I think not including one will draw even more negative attention.
