I dont see on the application where they mention such an essay. The three requested papers, in addition to the PS, are as follows:

--Describe how your background or experiences will contribute to or enhance the diversity of the Penn Law community (e.g. based on your culture, race, ethnicity, religion, sexual orientation, ideology, age, socioeconomic status, academic background, employment experience, etc.).

--Please discuss the work of art or literature that most influenced your decision to pursue a legal education.

--How will your legal education and professional development at Penn Law support your five year plan upon graduation

Where is the option for a "Why Penn" essay?

The 5 year plan is a why Penn. Describe why Penn will help you reach your goals, career path, etc. over the 5 years after graduation.

I thought there was a specific "Why are you choosing Penn Law?" sort of thing...

Pretty sure it used to be then they changed it to 5 year. Basically, if you do a why penn without throwing something in about 5 years in there, it'll look like you didn't read the instructions. Other than that, it's a why penn essay.
