"so i didn't end up taking time off from classes or anything, but obviously the news had an effect on my performance that semester."

why is it "obvious"? no offense to what you and your mom went through, but maybe your grades are just a sign of a rough transition into college, similar to what many freshmen go through. If you had something to back this up, like "I had to fly back and forth several times that semester" or "I have a doctor notification from a clinical psychologist noting that I was suffered from depression and sleep deprivation" it might be OBVIOUS. But right now it's not.

Now, if your grades were all C's and D's, and you're average GPA otherwise is a 3.5+, then sure, submit one, because it becomes a little more clear something was going on outside of you just having to mature to college a bit.
