How long after you are WL'd do you send a LOCI? Should you just bug the adcomm every week or two until they start reviewing the WL?? Send a letter every week or two?

I would send the LOCI immediately after being WL'd. The answer is less clear for followups. Some people suggest a new letter every month, others feel that's bordering on the annoying. I sent a new one every six weeks.
