What does going "complete" mean?

That means school has received all required materials so your file is ready for review but you are not yet under review. Some schools stop at this stage but most others let you know when you go from complete to under review.

How long does it take after sending in materials to go complete usually?

Well you send your app + PS + DS +resume +addendum etc. School gets it, then request your report. LSAC sends the report + LOR. When the school's staff print it all out and put them in the same folder (or assembly digitally and mark it done) then it will be marked complete. Could be 1-3 business days for most schools, or about a month for Cornell (30 days exactly for me).
