How contrite does a C&F addendum really need to be?

if you've got multiple incidents (but none in past 2+ yrs) do you have to say the obligatory "I've learned and moved past from this, blah, blah, blah," or does that kind of go without saying and sound like BS? It's nothing serious, just some underage drinking citations and one judicial incident with the school where I had to pay restitution for some minor damages. Does a "just the facts" approach work, or do you really need to elaborate and be contrite about past transgressions?

I would say just the facts and then a few sentences saying that there have been no future incidents and that you regret the mistakes. something to that effect, but you do not need an over the top apology
