Letter of Recommendation Question

Hello,
Long time lurker, first time poster here.
I have submitted my applications, but one of my letters of recommendation is still processing. (The professor was lazy mailing it in. Its a good one though. All good things...)
Anyway, my understanding of the process is that my reports will not be released to the schools until all of the letter of recommendation requirements are met. This puts me in the position of just like, waiting for the things to process.
I submitted to many schools early decision, but my concern is that because my reports will not be released, I may not actually hit the deadlines.
So I suppose my question has two parts.
1) Is my understanding of the LSAC report process correct?
if it is
2) Is it totally unreasonable to ask the professor who was lazy getting it in to just fax a copy?
