Just want to see where I stand as of this week. I know OCT ppl didnt get their scores yet. Would applying this week considered still early?

at what point (date wise) does it get pretty bad in terms of volume and competition?

I think I read somewhere, maybe on a school's received email that the peak applications are received late November through January.

There are waves of applications though November through January is where most of them lie.

Peaks are likely:

First week apps open (people who are neurotic gunners)
End of October (when October LSAT scores are released)
End of November (when people try to complete their apps pre-Thanksgiving like many guides recommend)
End of December (when people try to get their apps in pre-winter break)
End of January (when deadlines are closing in)

You're still applying before Oct scores, Thanksgiving break, Christmas break, and Dec scores, so yeah it's still early.

Some law schools have already admitted applicants this cycle according to posts on TLS. I believe that Alabama & Virginia have done so according to others' posts.

if you turn in your app now (as in today) without an LSAT score will you be near the front when they start reviewing apps? Or does it not really matter whether you turn it in today or October 29th?

Doesn't matter much - either way you won't go complete until Oct 29 or few days after that. I'd personally wait for the Oct score to get a better idea of target schools.

I would include somewhere during winter break. I imagine a great deal of people don't want to do them during finals, so they wait until break starts to pump them out.
