It is easier for splitters and the 15 day turn around allows you to double-dip your ED's. correct me here if I am wrong, but OP numbers are below both UVA medians, so his splitter status may not help. Given your preferences, you should first apply to Georgetown ED, which guarantees a reply within 3 weeks. They're open to taking low-GPA splitters with a 170 LSAT. If that doesn't work, then apply to Penn ED - they took 3.37/170, 3.21/171, 3.45/171, and 3.46/171 applicants last year, so you also have a reasonable shot there. You should get a reply by about December 9-10 based on last year's decision dates, so if that still doesn't pan out, then ED to UVA and get a reply within 15 days.
