4th not very strong LoR - worth sending?

Hi guys
I am an undergraduate senior applying this year's cycle.
I already have 3 rec letters lined up - two from college professors and one from the supervisor I worked with through an internship. Those are gonna be pretty strong i think.
I am highlighting public-interest side of my application, potentially aiming for public-interest related scholarships. So I am thinking of getting another recommendation letter from a public interest lawyer that i met through internship program but who was not a direct supervisor of my work. He wouldn't be able to speak much about my research ability or academic ability in general, but can emphasize my passion to public interest work.
Do you think its worth sending this forth LoR, even though he was not my supervisor and even though he's not in a position to evaluate my work other than my passion and commitment to public interest work?
I need some insights! Any thought please?
