Fee waivers only if you haven't started application?

Hey, everyone.
Do any of you know if schools only give you fee waivers if you haven't started an application with them yet? I have received fee waivers from a number of different schools that I hadn't started applications with. Vanderbilt and NW are two that I will add to my list since I got fee waivers from them. But I am wondering if schools won't give you a fee waiver if they see that you've already started an application with them (since you're presumable applying without it).
Any thoughts? Should I delete all of my applications and see if I get any more fee waivers over the next few weeks?
And sorry if the answer to this is buried in that 62-page post about which schools have given fee waivers this cycle!
