You can come up with some creative language that gets around claiming top choice if you want to be 100% honest. Tell them that you like them and you would fit in well for x, y, and z reasons, and because of that an offer from them would be almost impossible to turn down. There are dozens of ways to word it so you are not lying but are still expressing much interest.
