On UCLA's official website, I could find no mention of any additional essay (other than the personal statement). Am I right to assume that they do not accept such essays then??

If they don't say something along the lines of "please include anything else that may help us make a decision," then I would avoid it.

There's a section that asks out you what specific things you would contribute to a program at UCLA. That's your chance to write a "Why UCLA".
