When to apply...

Does it help/hurt/make no difference to get applications into the schools before you have a reported LSAT score... for example - I am taking my test in OCT but could send in everything by Sept 15th...

now of course it get complicated if I want to apply to part-time programs because of the actual LSAT score - but let's assume the score is what I want...

It won't change much, though I would send it in prior so that your file automatically goes complete once your LSAT score arrives.

does anyone know how it works for programs that have FT and PT programs.... when do you designate which one you want to apply for... and can you fill everything out and make a decision at the last minute (eg oct lsat scores announced)

On those applications there will be separate boxes to check whether you want to apply to FT or PT.

Presumably yes. I hear you can contact them and ask to change from FT to PT but I've only ever heard of this as a tactic to get off of WL's.
