It's not really all the same. If you want to work in NY firms, Cornell will almost assuredly do you better than USC.

If you scored a 167 with minimal studying, then it's in your best interest to retake. You neglected to mention scholarship money in your post, and the additional money you could earn from a higher score easily justifies spending the time spent studying.
