Can Pakistanis be considered an URM. I am a Pakistani citizen, and I will be completing my bachelors from Pakistan. I imagine there aren't plenty of people like me applying to law school in America.

As a Turkish guy that asked the same question in the past, no. It works like this: underREPRESENTED minority. Not simply minority, but the ratio of students from your ethnic background to all law students must be lower than the ratio of people from your ethnic background to population of the USA.
1000 - Population of the USA
550 - White folk
200 - Hispanics
180 - African Americans
40 - Asians
30 - Middle Easterns
(Not representing facts, just examples)
And let us say,
100 - Total law students
70 - White folk
12 - Hispanics
9 - AA
5 - Asians
4 - Middle Easterns
Which is,
Representation rates: (REPRESENT!)
12.7% - White Folk
6% - Hispanics
5% - AA
12.5% - Asians
13.3% - Middle Eastern
Which makes those 4 poor Middle Eastern guys, OVERrepresented, instead of UNDERrepresented.
