Quick question about BU's "Primary Application" with extracirriculars. They ask for degree of participation and responsibilities undertaken; I know this seems pretty straight forward, but I'm assuming they mean what position I held and what I did? Or what?

Degree of participation could be just the position you held, or if you didn't hold a position, you could just write how active you were in the group.

in terms of degree of participation, should you list amount of time spent per week if it was significant (20-30 hours)?

Can't hurt. Just put what you think best answers the question asked. This isn't a make-or-break part part of the app if you don't write it out EXACTLY as asked.
