2 lsat's & a master's.. sort of unique question

Last September I got a disappointing 163 after testing 168+ for a while. I decided not to rush into law school and take out the massive debt if I couldn't get into T1.

quick resume:
My Under Grad is double major: BS Political Science, BA Religious Studies / Comparative Cultures.. CUM GPA: 3.14
My Master's is in Bilingual Education, taken while teaching English abroad - also studied in Spain. CUM GPA: 4.0 (Taken to get better jobs, while teaching.. worked)
Native level Spanish as a second Language. Highest level DELE exam.

Am I T1 material with a 163? Am I a realistic candidate for top 25's without retaking LSATs? How different is it to have my M. Ed with a 4.0 than the 3.1? Are they averaged together? Do they Ignore the Under Grad? Do they ignore the Master?

I'll be 24 at the time of application, with the 163 or retake. I took a Practice test "blitz" without timing but suuuuuper fast... 15 mins max per section... and no study since september and got a 162.. maybe ill retest.

Tell me oh wise and mighty lsat forum trolls where I stand.

Your grad GPA is ignored, so you presently have a 3.14/163. You'll probably want a 166+ and preferably a 168+ for T25.

Correct. At best, the masters is a good soft.

Teaching English In Mexico, Spain and Argentina for 3 years... One position was in a government program teacher exchange...
