questions about reapplying

I'm going to be reapplying next cycle. This past cycle, I got into Georgetown, got rejected and Harvard, UChicago, and Berkeley, and waitlisted at Columbia, NYU, Duke, UVA, and UCLA. I was wondering if

1. LSAC holds my LOR's from last cycle, or if I need to have my writers submit them again
and

2. If reapplying looks odd, and requires some kind of addendum to explain why I am reapplying

I thought about reapplying, to the point where I asked some admissions office people about it. They said that it doesn't look "odd" as long as (and this is important) there is something substantially different about your application. Don't just count on next year having altered odds for admission.

You'll need a new personal statement, by the way, if you've already applied to the school.
